Inauguration of the Cai Mep – Thi Vai international port

In the morning of 28/1, in Tan Thanh District, Ba Ria – Vung Tau Province, the Ministry of Transport in collaboration with the People’s Committee of Ba Ria – Vung Tau, the Japanese International Cooperation Agency (JICA) organized the inauguration of the Cai Mep – Thi Vai international port. Attending the inauguration were the Deputy Prime Minister Mr. Hoang Trung Hai, Mr. Motonori Tsuno – chief representative of JICA in Vietnam, the Minister of Transport Mr. Dinh La Thang, Deputy Minister Mr. Nguyen Van Cong, leaders of the People’s Committee of Ba Ria – Vung Tau, Dong Nai, Binh Duong and the people of Tan Thanh District.

Reporting at the inauguration ceremony, the Deputy Minister of Transport Mr. Nguyen Van Cong said, the Cai Mep – Thi Vai port construction project has the total investment of 12,891 billion VND with 8 packages. Currently, the construction packages include: Package 1: Construction of the Cai Mep container port to receive vessels of 100,000DWT; Package 2: Construction of the Thi Vai general port to receive vessels of 50,000 tons; Package 3: Dredging 37.3km of the Cai Mep – Thi Vai navigable channel; Package 5: Constructing 8.5km of road and bridge from highway 51 to Cai Mep; Package 6: Supplement and installation of navigable channel signal buoys system has been basically completed and previously put into operation. For Package 4: Supplying equipment for port operation is expected to be complete in 6/2013. Currently, Package 8: Consultancy for selecting port operator is promoting acceptance procedure, completing the package, selecting port operator to accept partial delivery, operation training to be able to put the port into operation on 9/2013.

Mr. Osamu Nakagome, representative of Toa – Toyo contractor partnership constructing Cai Mep container port highlighted the difficulties in the project construction process. Because of being located in a muddy area with some places up to 35m deep and separated from the outside so the construction process encountered many difficulties. The consultants, contractors have researched, applied soil treatment measures and advanced construction, a number of new measures to be applied for the first time in Vietnam.


The Deputy Prime Minister Mr. Hoang Trung Hai asked to continue completion of the remaining items and put the port into effective operation as soon as possible.

After 4 years of construction, with effort, determination of the contractor, leadership of the Ministry of Transport, PMB 85, JPC – NIPPON Koei consultants, local authorities… the project was completed on schedule with no incident of workplace safety. In particular, this is a rare project whereas local authorities hands 100% of area before construction therefore always ensuring progress.

Speaking at the inauguration ceremony, the Deputy Prime Minister Mr. Hoang Trung Hai praised the Ministry of Transport, PMB 85, the authorities of Ba Ria – Vung Tau province, the contractors, consultants directly constructing for having overcome difficulties to complete the project according to schedule.

The Deputy Prime Minister emphasized: Cai Mep – Thi Vai port is one of the key projects of the Transportation sector, using special loans from the Government of Japan. The two main packages which are constructing the Cai Mep container port and the Thi Vai general port are also constructed by Japanese contractors. The project was completed and put into operation is an honor in the relationship of friendly cooperation between Vietnam and Japan. This is the first event to celebrate 40 years of relations between Vietnam and Japan. On behalf of the Government of Vietnam, the Deputy Prime Minister Mr. Hoang Trung Hai sincerely gave his appreciation to the Government and citizens of Japan for the contributions and support to Vietnam during the previous years.


The Cai Mep – Thi Vai port project plays an important role in the relocation of the port system on Saigon River.

The Deputy Prime Minister emphasized that the completion of the Cai Mep – Thi Vai port project will play an important role in the development of infrastructure of port group no. 5, promoting economic development in the Southern key economic region. The project also contributes to creating favorable conditions for the transport of goods to and from other ports in the Cai Mep – Thi Vai area. At the same time, facilitate the successful implementation of relocating seaports on the Saigon River and Ba Son shipyard. This is also an opportunity for the engineers and construction workers of Vietnam to gain valuable experience in advanced seaport construction technology, and continue to contribute to the modernization of the nation’s transport infrastructure system.

The Deputy Prime minister wants the PMB 85, contractors, the consultants to continue the completion of the final items to put the project into synchronous operation as soon as possible. Required the Vietnam Maritime Administration to expeditiously finalize the selection of port operators to receive and effectively operate the project on time.
