Prime Minister Nguyen Tan Dung attended and issued the groundbreaking ceremony for the Hai Phong International Gateway Port Project

On the morning of 14/4/2013, at Cat Hai District, Hai Phong City; Vietnam Maritime Administration (project investor) and Marine Project Management II (representative of project investor) solemnly held the groundbreaking ceremony for the Hai Phong International Gateway Port Project – Component A.

Prime Minister Nguyen Tan Dung attended and officially issued the groundbreaking ceremony for the project. Also attending the ceremony were Mr. Uong Chu Luu – Central Committee Member and Chairman of Congress, Mr. Dinh La Thang – Central Committee Member and Minister of Transport, Mr. Nguyen Minh Quang – Minister of Natural Resources and Environment, Mr. Nguyen Van Thanh – Central Committee Member and Secretary of the Committee of Hai Phong along with representatives of the leaders of the Committee, leaders of the Ministries, leaders of the Congressional Committee…etc. For the Government of Japan, Mr. Yasuaki Yoshihisa – Japanese Ambassador in Vietnam, and Mr. Motonori Tsuno – Chief Representative of JICA in Vietnam also attended the ceremony.

At the ceremony, Mr. Nguyen Nhat – Director of Vietnam Maritime Administration reported on the implementation process of deployment of the Hai Phong International Gateway Port Project. This is an extremely important project for Hai Phong and the Northern region, to meet the needs of goods through the region, to solve overcrowding and congestions of goods at the ports in the area.

The total investment for the Hai Phong International Gateway Port Project is about 25,199 billion VND, and is implemented in the form of public-private partnership funded by Japanese ODA capital resources and budget, including 2 components A and B, in which the Vietnam Maritime Administration is the investor of component A consisting the following items: Constructing shared infrastructures for the port for each period (shipping channel, turning basin, 3,230m long breakwater with crest elevation of +6,5 CD, 7,600m long sand dike with crest elevation of +2,0 CD, the road outside the port, improvement in treating soft ground,…). The total investment is 18,627 billion VND, funded by the state’s ODA capital resources and budget. The investor: Vietnam Maritime Administration.

Component B: invest in 2 wharfs with the total length of 750m, operating and palletizing equipments for container vessels with tonnage up to 100,000 tons. The total investment is 6,572 billion VND. The investor: Hai Phong International Container Terminal Co., Ltd.

The items for bank improvement and soft ground treatment in the port area is invested using ODA loans and will let associations invest in construction, operation of leased port and pay rent to return the State’s invested capital.

Hai Phong International Gateway Port is invested with modern infrastructures and synchronous unloading technology with the target of receiving large container vessels from 4000 - 6000 TEU and up to 8000 TEU in the later period of the Project (equivalent to 100.000 tons operating on long distance marine transportation), contributing on giving direct access to European and American market for exports and imports in the Northern region (don’t have to transit through transshipment ports in the region such as Singapore, Hong Kong), reducing transportation expenses, increasing competitiveness towards exported and imported goods of Vietnam; contributing to attracting cargo transit from Northern Laos region through the East-West passageway and from Southern China region through the lane program of two passageways, single belt. The Project is expected to be completed by the end of 2016.

The Director of Vietnam Maritime Administration also affirmed that the implementation of the Hai Phong International Gateway Port has complied with the development plan of Vietnam seaport system until 2020, orientation to 2030, has been approved by the Prime Minister and the Ministry of Transport. The Project is constructed in the area with complicated geological and hydrological conditions, large dredging volume, and with high requirements for environmental protection. Therefore, the Vietnam Maritime Administration and relevant units have organized a thorough research in strict adherence to the procedures specified in construction, environmental protection, ensuring technical and economic conformity standards and requirements for sustainable development.

Addressing at the ceremony, Prime Minister Nguyen Tan Dung affirmed that after completion, the Hai Phong International Gateway Port will be open for trades in the Northern region of our country to the world, paving the way for socio-economic development of the Northeast region in particular and the Northern region in general.

Appreciating the efforts of the Ministry of Transport and the Vietnam Maritime Administration – the investor in implementing and completing the project procedures, Prime Minister Nguyen Tan Dung asked the Minister of Transport and the Vietnam Maritime Administration with highest of responsibilities to direct the implementation of the packages so that the project is completed with quality and on schedule. Hai Phong City is to closely coordinate with the investor in the process of implementing the project as well as to timely solve any arising difficulties during implementation, carry out the works of ensuring environmental hygiene, labour safety, security and order in the province…The Prime Minister also requested that the Japanese contractors, with their experience in organization, management and execution of international projects to comply with the signed agreement to strive and endeavor to complete the package with utmost quality in order to bring the project into operation as soon as possible.

The Prime Mister and the leaders of the Central Government and the Province has officially commenced the construction project of the Hai Phong International Gateway Port.
