August 8, 2005 the Prime Minister approved the detailed plan of Ba Ria – Vung Tau – Dong Nai – Ho Chi Minh City seaport system (Port Group No.5) prepared by Portcoast Consultant Corporation, in which Cai Mep – Thi Vai port area is considered as the gateway of the whole region.

The Prime Minister has approved “Detailed plan of Ba Ria – Vung Tau – Dong Nai – Ho Chi Minh City Seaport Group (Group No.5) developed until 2010 and oriented to 2020” prepared by Portcoast Consultant Corporation in 2002. According to the planning, major ports in Ho Chi Minh City such as Saigon New Port, Ba Son Shipyard, etc. by the year 2010 shall be relocated to the areas where seaport groups are being developed, comprising: Ho Chi Minh City Seaport Group, Ba Ria – Vung Tau Seaport Group and Dong Nai Seaport Group.

New dragon in Nine-Dragon Land

A shorter way for ships carrying agricultural and aquatic products from the Mekong Delta exported to foreign countries was always seemed to be an unsolvable challenge to Vietnamese “way openers” during past 10 years. On 26 and 27 June 2005, Government Authorities led by Mister Dao Dinh Binh, the former Minister of Ministry of Transport, took a trip to Dinh An estuary monitoring and evaluating benefits of the project of SNC Lavalin, Canada. The project comprises: excavating Dai An channel 10km long in Tra Vinh province and using Quan Chanh Bo channel to connect Bassac river to sea for vessels up to 20.000DWT via Can Tho Port, avoiding serious sedimentation at Dinh An estuary. Thus, a new channel is making its own appearance as a “dragon” in “Nine-dragon Land”.

In a trip monitoring the access channel via Dinh An estuary on 26 and 27 June 2005, Mr. Dao Dinh Binh, the former Minister of Ministry of Transport, showed his optimism about a new prospect of exported agricultural and aquatic products as well as a better competence for the Mekong Delta as Quan Chanh Bo channel is excavated for an easy maritime trade route. The former Minister also gave his comments on challenges and prospects of the project in an interview with SGGP journalists.
