From September 11-13, 2024, a delegation from the People's Committee of Ninh Thuan Province, led by Mr. Le Huyen, Vice Chairman of the Provincial People's Committee, conducted a field survey to study the operational models of several seaports regarding planning, investment, management, exploitation, and operation at Chan May Port (Thua Thien Hue Province) and Thi Vai General Port, Tan Cang - Cai Mep Thi Vai Port (Ba Ria - Vung Tau Province).

From September 11 to 13, 2024, a working delegation of the Ninh Thuan Provincial People's Committee, led by Mr. Le Huyen, Vice Chairman of the Provincial People's Committee, conducted a field survey, studying operational models at several seaports regarding planning, investment, management, exploitation, and operation at Chan May Port (Thua Thien Hue province) and Thi Vai General Port, Tan Cang – Cai Mep Thi Vai Port (Ba Ria - Vung Tau province). The delegation also included leaders from the Departments of Planning and Investment, Natural Resources and Environment, Industry and Trade, Transport, the Office of the Provincial People's Committee, the Center for Investment, Trade, and Tourism Promotion, the Project Management Board of Traffic Works, and leaders of Trung Nam Construction Investment Corporation (the investor of the Ca Na General Port project – phase 1).

According to the work schedule, on the morning of September 11, the delegation met with the leadership of Chan May Port Joint Stock Company; welcoming the delegation was Mr. Nguyen Thanh Cong - Deputy General Director of the company. During the meeting, Mr. Nguyen Thanh Cong gave an overview of the port and stated that Chan May Port has been in operation since 2003, with the port infrastructure gradually being fully invested. The port covers an area of 26.1ha, with two berths totaling 760m in length. It can handle general cargo vessels up to 50,000DWT, container ships up to 2,600TEUs, and cruise ships ranging from 362m to 225,282GT. The port's cargo throughput in 2023 reached 4,000,000 tons and is expected to reach 5,000,000 tons in 2024. Mr. Cong also shared experiences in port planning, phased investment, management, exploitation, operation, and rental rates for port infrastructure and facilities.

On the morning of September 12, the delegation worked with Port Engineering Consulting Joint Stock Company (the consulting unit for seaport planning in Ba Ria - Vung Tau). Welcoming and working with the delegation were Mr. Tran Tan Phuc - Chairman of the Board of Directors, and Mr. Pham Anh Tuan - General Director of Port Engineering Consulting Joint Stock Company. They introduced the process of port planning, proposed phased investment for ports in Ba Ria - Vung Tau, and discussed the implementation of digital transformation in port management and operations through digital platforms such as GIS, BIM...

- In the afternoon of September 12, the delegation met with the leaders of Thi Vai General Port Joint Stock Company and Tan Cang – Cai Mep Thi Vai Co., Ltd. to exchange experiences on the investment and development of seaport infrastructure and services, as well as port management, operation, and the role of agencies in managing port services.

At the meeting, Colonel Vu Hong Hung – Director of Tan Cang – Cai Mep Thi Vai Co., Ltd., stated that Tan Cang – Cai Mep Thi Vai Port is one of the deep-water port clusters considered a major transshipment center for export and import goods in Southeast Asia. Additionally, the port serves as a connecting hub with other ports in Vietnam, creating a comprehensive logistics network. The port covers an area of 48ha, with a 600m wharf, capable of receiving ships of 160,000DWT. The port has a 6,400m2 CFS warehouse, a 10,000m2 agricultural product warehouse, and an annual throughput capacity of 1,500,000 TEUs. At the meeting, Mr. Vu Hong Hung shared experiences in port investment, management, operation, and leasing methods for port infrastructure and facilities.

Speaking at the meetings, Mr. Le Huyen, Vice Chairman of the Provincial People's Committee, expressed his gratitude to the leadership of the ports for sharing valuable experiences in port investment, exploitation, operation, and management. He also thanked the leadership of Port Engineering Consulting Joint Stock Company for their reports on port planning consultation, proposed phased investments, and digital transformation orientation in port management and operations.

At the same time, Mr. Le Huyen instructed the relevant departments and sectors of the province to learn from these experiences in the investment and development of seaports, logistics infrastructure, and port management and operations. He also urged proactive advice to the Provincial People's Committee on attracting and inviting seaport and logistics enterprises and investors to invest in Ninh Thuan province, ensuring effective and practical outcomes. This will gradually turn Ca Na Port into a major maritime transshipment hub in the South-Central Coast and Central Highlands region, driving rapid development in the province's southern key economic zone.
